The company, best known for its mineral water brand Thirsti, employs around 3,000 people across multiple sites nationally and is one of the district’s largest remaining private-sector employers following the closure of the local steel mill.According to Papenfus, events unfolded on 4 February when a group of approximately 50 individuals, including Members of Parliament, police officers and officials from various departments, arrived at the company’s premises. He alleges that the group overran security checkpoints, forced open access gates and entered the property without adhering to standard protocols.“They simply invaded the premises,” Papenfus said, adding that company representatives likened the experience to a “home invasion”. He claimed security personnel were threatened with arrest and that some police officers present were in civilian clothes and carrying semi-automatic weapons, creating what he described as a threatening atmosphere.The stated purpose of the visit was reportedly to conduct inspections related to labour compliance and the possible employment of illegal immigrants. Papenfus insists that Normandy Farms has a strong compliance record and has been inspected regularly by labour authorities without issue. He further claimed that no illegal immigrants were found on site.The scale and manner of the visit, he argued, went far beyond legitimate oversight. While labour inspectors have statutory authority to enter premises under defined circumstances, Papenfus contends that Members of Parliament do not have the right to arrive unannounced and access private business property as part of what he characterised as a political exercise.Particular criticism was directed at two MPs allegedly present during the incident: Tebogo Josephine Makhubele of the Economic Freedom Fighters (EFF) and Juliette Adeline Basson of the Patriotic Alliance (PA). Papenfus questioned why representatives from outside the immediate region would target a compliant employer in Newcastle, especially at a time when the town is reeling from significant industrial job losses.The optics, he suggested, are damaging. Newcastle has recently suffered the closure of a major steel operation, affecting thousands of workers. In that context, he argued, intimidating one of the area’s largest remaining employers risks further undermining economic stability in a community already under strain.Beyond the specifics of the incident, Papenfus framed the episode as symptomatic of a broader problem in South Africa’s political environment. Business confidence, he said, is fragile and heavily influenced by perceptions of regulatory certainty, respect for property rights and the conduct of public officials.“If Parliament sits and decides to go and investigate businesses in this form, making a spectacle of it, it sends a message,” he said. “Investors ask whether they are welcome.”He linked such incidents to South Africa’s persistently high unemployment rate, particularly among the youth, arguing that hostility towards business discourages investment and expansion. Sustainable job creation, he maintained, depends on fostering a climate in which companies feel secure and respected.NEASA has formally written to the Speaker of Parliament and the chair of the relevant portfolio committee, calling for clarity on the powers of MPs and for action to prevent similar occurrences. Papenfus said the association is also engaging political parties directly to raise concerns about what it views as overreach.At the same time, he acknowledged the difficulty faced by business owners when confronted by officials accompanied by armed police. While he maintains that unlawful entry should be resisted, he conceded that the presence of heavily armed officers creates a fraught and potentially dangerous situation.For now, the incident has intensified debate about the balance between legitimate regulatory oversight and political theatre. Whether Parliament will take action in response to NEASA’s complaints remains to be seen. What is clear is that, in a town grappling with economic uncertainty, the episode has amplified anxieties about governance, accountability and the future of business in South Africa.
