According to her, the location and businesses visited during these oversight inspections are determined by the committee chairperson and the relevant government departments.Basson explained that members of Parliament typically have no input into where oversight visits take place. “As a portfolio member we do not decide where we go,” she said. “We only learn about the town beforehand, and the specific businesses on the day.”Oversight visits are intended to assess how government departments conduct inspections and enforce regulations at workplaces. MPs are allowed to observe and ask questions, but they are expected to avoid direct involvement or political confrontation. However, Bisson said the situation at Normandien Farms unfolded very differently. The committee had first held a briefing session in a boardroom where a whistle-blower alleged that the farm mistreated workers and used sjamboks on site. Based on those claims, the committee decided to visit the farm. When the delegation arrived, tensions quickly escalated.Basson said security at the farm initially refused to open the gate. According to her account, individuals in the vehicle ahead forced the gate open to gain entry. She immediately recognised that the situation was becoming confrontational.“When I saw the gate being forced open, I realised this was not normal and not how oversight should be conducted,” she said.Instead of joining the confrontation, Basson chose to follow the farm’s biosecurity procedures. Because the property includes livestock areas, visitors are required to undergo a sterilisation process to prevent the spread of diseases such as foot-and-mouth disease.“I went through the sterilisation process and greeted the general manager,” she explained. “Then I sat in reception and simply observed what was happening.”Basson described the atmosphere as extremely hostile, with a large police presence and numerous officials on site. She said it was the largest oversight operation she had personally witnessed. While some members of the delegation split into groups to inspect different areas of the facility, Basson remained seated in reception. From what she observed, the farm appeared to be operating legally and employing mostly South African workers. She said she saw only one foreign employee, who had the necessary documentation.“In my view the oversight was essentially concluded,” she said. “It was a legal business that had regular inspections and had not previously been found guilty of violations.”The situation escalated further when production was halted and workers were called outside. Private security personnel arrived and a chaotic scene developed.Basson said she took out her phone and recorded video footage of the incident because the situation seemed abnormal.“That video circulating was taken by me,” she said.Later, the facility was reportedly sanctioned over the use of dust masks by employees, a decision that Basson questioned. She argued that while the issue may represent a health concern over time, it did not justify the immediate closure of the factory.“It is not a life-threatening hazard in the moment,” she said.Basson said she assisted the company’s legal team by suggesting that they apply for an extension to comply with any regulatory findings, a right businesses have under labour regulations. She also expressed sympathy for the farm’s management and workers.“I was extremely embarrassed about what happened,” she said. “Farms and businesses like that create jobs for people who desperately need them.”Despite the controversy, Basson said she is willing to testify if an investigation takes place. She confirmed that the farm’s legal representatives have approached the Speaker of Parliament regarding the incident.Basson, who previously served as a councillor for the African National Congress before joining the Patriotic Alliance, said her actions were guided by her belief that public representatives should prioritise people and jobs over political considerations.“We are here to serve the people of South Africa,” she said. “Truth must always come before politics.”
