He has since been an international advisor and peacemaker in conflicts in the Middle East, Asia and Africa..His unity-consensual government formation is based on these inclusive guidelines:.Parties get one Cabinet seat for every 5% of the vote they received nationally and provincially;The largest party in the National Assembly (the African National Congress-ANC) nominates the President for election and confirmation; The elected President is then requested and mandated to form the Cabinet. The President can appoint the Cabinet ministers to all the "sovereign" ministries (Foreign Affairs, Finance, Defense, Interior, and Justice). The allocation of the rest of the ministries is then negotiated with each of the party leaders (individually and collectively) that hold more than 5% of the vote in the Assembly (ANC, Democratic Alliance (DA), Economic Freedom Fighters (EFF) and MK). The leaders can jointly decide if they will allocate deputy ministerial positions to parties that receive less than 5% (on needs, representative or strategic basis);Once the Cabinet is appointed and approved by the respective leadership, the Cabinet then drafts a joint vision, priorities and principles statement at its first meeting. This statement is then submitted to the Assembly for approval and confirmation. This proposal will need to be negotiated between the top parties that won 5% or more in the electoral support, and then jointly tabled and adopted by the new National Assembly and Provincial legislatures. In cases where parties received an outright majority in provinces, they will be free to choose between forming a majority government, or adopting the Unity Government option. The same procedure will be followed in provinces. In cases where the largest party does not hold more than 50% of the vote, the four main ministries (Interior, Finance and Justice) need to be negotiated by the appointed Prime Minister and the leaders of the parties that gained more than 5% of the vote.
