Johannesburg's ratepayers like to think they and the city's leaders are fellow victims of its collapse. Former city councillor Ivor Blumenthal calls that a comforting myth. In his telling, cut cables, dry taps and stalled bridges are not accidents. They are revenue streams. Syndicates, contractors and officials all take a cut. Even City Power admits some of its own staff are involved. So who gains when the lights go out? And why would anyone want to fix it?.By Ivor Blumenthal for The Common Sense.The popular narrative, peddled by municipal spin doctors and swallowed whole by a remarkably gullible public, is that rate-paying citizens and our esteemed city leadership are somehow co-victims in Johannesburg’s functional collapse. It is a delightfully cozy, comforting little myth. It allows our political stewards to wring their manicured hands in performative anguish, while quietly pocketing the astronomical dividends of administrative paralysis.Nothing could be further from the truth.Crime in Johannesburg has long since abandoned the amateurish realm of opportunistic muggings and garden-variety handbag snatching. It has transformed into an industrial-scale enterprise run by highly organised cartels who profit hand over fist from public service failure and, in inspired strokes of entrepreneurial genius, sometimes actively engineer those failures themselves.To view municipal officials as innocent, wide-eyed bystanders in this circus is to fundamentally misunderstand the financial architecture of local government. For every fraudulently awarded tender, for every predatory consultant who swoops in to supposedly untangle the chaos deliberately manufactured by errant bureaucrats, an immediate financial opportunity presents itself. City officials and heads of departments stand at the ready with open palms, eager to collect their illicit kickbacks, delivered in brown paper bags by contractors, consultants, and syndicate bosses alike.The fish rots from the head down in every single municipality across South Africa. Criminality of this breathtaking magnitude has spawned a booming, recession-proof industry of unbridled corruption, propelled by an utter lack of political appetite to curb, control, or police it. Why on earth would anyone stamp out a crisis when watching it multiply across the municipal map is so extravagantly lucrative?Today, every municipal utility operates as a combat zone where basic repair, routine procurement, and capital investment no longer represent public service, but rather raw revenue streams. They exist solely to satisfy those fortunate enough to find their names on municipal election lists, alongside a pack of salivating service providers currently priming their personal networks of bent politicians.To appreciate the full majesty of this institutional theatre, let us examine our primary laboratory of institutional rot: the municipality of Johannesburg.1. Electricity: Sabotage, Insider Collusion, and “Cash for Power”In 2025, City Power logged a staggering 1 105 incidents of cable theft and infrastructure vandalism, averaging roughly three acts of sabotage a day. While technically at half the catastrophic peak recorded in 2022, a sharp resurgence from November 2025 onwards was driven by scrap metal demand.Far more troubling for the executive suite, however, is the indisputable insider dimension.During a surge in power outages in July 2026, long-suffering residents were treated to the surreal spectacle of stolen substation components, severed feed cables, and rogue private contractors operating brazenly in broad daylight, demanding cash on the barrelhead just to flip a switch and restore electricity.A local ward councillor described a remarkably efficient daytime official service running alongside a shadowy nocturnal operation. The night shift, run by private contractors, mysteriously only gets around to restoring power after being paid directly by terrorised neighbourhood committees.City Power has been forced to abandon the polite fiction of total innocence, publicly acknowledging that the perpetrators include its very own employees and sub-contractors. It reported over 140 arrests during the 2025/26 cycle linked directly to theft, impersonation, extortion, and internal collusion.The compounding financial wreckage is where the full impact lies. City Power currently sits on an eye-watering R44 billion infrastructure backlog, systematically deferring critical upgrades, including the vital Eikenhof substation project, which powers the pumping stations that deliver roughly 60% of Johannesburg’s drinking water.Replacing a single vandalised transformer costs R800 000 to R1.2 million. Every rand squandered on these endless, tail-chasing repairs is a rand stolen directly from routine maintenance and network expansion. That money is neatly partitioned and shared between supplier, contractor, municipal enablers, and the politicians, not forgetting the obligatory slice set aside for the ruling party or coalition.2. Water: The Tanker EconomyThe notorious “tanker mafia” model is no longer a rumour; it is now documented and officially recorded in Gauteng.In April 2026, during testimony at the Madlanga Commission, a suspended Tshwane metro police inspector laid bare the mechanics of the trade. He detailed how syndicate criminals deliberately vandalise water reservoirs and pump stations, only to illegally siphon water straight from municipal fire hydrants and resell it back to the parched public. While that specific testimony exposed the rot in Tshwane, experts warn that similar practices have metastasised rapidly across Gauteng.Johannesburg Water now spends nearly R130 million distributing water via hired tankers to informal settlements and emergency outage zones. This is an exquisitely perverse incentive structure: the longer the water outages endure, the more millions the private tanker economy harvests.Water scientist Anthony Turton warns that these syndicates are already diversifying their portfolios, actively targeting municipal wastewater systems to choke the pipes and win lucrative emergency contracts to pump raw sewage away from private commercial buildings.3. Capital Projects and the Construction MafiaOut on civil construction sites, armed syndicates operate with unabashed arrogance, demanding upfront protection money or a direct slice of the project contract. A former Johannesburg ward councillor noted that local politicians in areas hosting high-value capital projects face the very real risk of being assassinated if they fail to cooperate with these cartels.This is no exaggeration. A R550 million project to construct the Golden Highway bridge was brought to a halt in 2025 after site workers were shot and violently assaulted. Nationally, over 180 disrupted capital projects, representing nearly R63 billion in stalled investment, stand as silent monuments to extortion. For the City of Johannesburg, this manifests as endless delivery delays, legitimate contractors pricing exorbitant security risks into their bids, or reputable construction firms flatly refusing to bid on municipal tenders altogether.4. The Management ConsequencesWhen you step back and aggregate these systemic disasters, it becomes brutally obvious that organised crime is not merely interfering with city management, it has completely redefined how Johannesburg governs itself:Reactive replaces planned work: Continuous, intentional vandalism, often occurring within days of a repair, completely consumes municipal maintenance crews, fleet vehicles, and the limited inventory of spare parts meant for planned grid upkeep.Security becomes a core operating cost: Perimeter alarms, armed response escorts, installing cheap aluminium in place of valuable copper, and constructing heavy locked kiosks all divert precious capital budget away from basic service expansion.Procurement integrity is destroyed: Where manufactured sabotage creates a perpetual demand for “emergency” tenders, every single emergency procurement action becomes fundamentally suspect, paralysing legitimate municipal work.What we are witnessing in Johannesburg is not administrative incompetence, nor is it the unfortunate byproduct of a developing city finding its feet. It is something far more sinister and infinitely more refined: a fully commercialised model of synthetic municipal collapse, where the deliberately broken pipe, the severed cable, and the stalled bridge are not failures of governance, but its primary objectives.Johannesburg as a city has perfected a closed-loop economy where public misery is monetised, municipal budgets are harvested by armed syndicates and corrupt bureaucrats in perfect harmony, while the ratepayer is systematically squeezed to pay to have their own infrastructure sold back to them in brown paper bags.Until the political class loses its appetite for feeding at this criminal trough, Johannesburg will continue to function as designed, not as a world-class African city, but as a spectacularly profitable crime scene masquerading as a municipality.5. The Naïve SolutionDismantling this well-oiled machinery of municipal plunder seems to require the deployment of independent neutral technocrats entirely uncorrupted by local political ties, municipal patronage, or the incestuous web of the supply service industry.Such experts would be empowered to oversee the entire tender pipeline, scrutinise the awarding process, and rigorously measure and report on actual site deliverables before a single rand leaves the public coffers.This is an exquisitely rational solution, elegant in its simplicity and devastating to the cartels. While it stands little chance of ever being implemented in South Africa, it is also counter-intuitive.The enabling class — bent politicians, compromised bureaucrats, and syndicate beneficiaries — would rather torch city hall than cede an inch of its sovereign right to loot.
