Cilliers, author of the excellent book Fate Of The Nation, reckons the real challenge for SA's new president is to get chiefs into the modern world.
Most obviously, the extremely reluctant Zulu King Goodwill Zwelithini whose trust controls 60% of KwaZulu Natal. The apparent issue is never the real issue, is it?
